"A Nord in need" quest still bugged?

Wtf is this guy? This is the 7th character I've tried to do this quest, but had to drop it because the guy NEVER shows up.

When my first character did this quest back in 2014 i remember having a bit of trouble completing it as well but no matter what I do now, the guy doesn't show up.

All for a lost and found shield. Come on ZOS!

Hmm, this one always worked for me. I did not do it on my last character I just took through that zone, but the 4 before that it worked just fine.

Have you found the shield? Are you walking up to the Trading Post from the West? (that is how I always found the guy)

I just did this quest again the other day on an alt.

Go to the marker area and wait. Face towards the Baandari town, and he'll come running up to you from the town.

It did seem to take a while, but be patient. He will come to you in the marker area.

He is always around Bandaari trading post. I've wayshrined there and he's approached me as soon as I appeared, I've also traveled to Bandaari from the south and he's appeared just outside of the post.

I've completed this quest with my Main character, but not able to do it with my other characters.
Even after abandoning the quest and re-taking it. The Nord who should come from Bandaari isn't coming.

I already submitted a ticket for this one. They advice to re-take it, or re-log after 15 minutes. Not solved.

I had some trouble with this one myself as he doesn't show up in the glowing circle. If I recall, I went to the nearby village to just keep moving on and boom, there he was.

Yeah, I just did this quest. He was not anywhere near the map marker. I ended up going into the town and as I was leaving through the opposite end of the town, he ran up and I was able to turn it in.

Not sure if it's time based like the previous posters said, but I would make sure you check the town entrance that is opposite the one that has the map marker. Hope that makes sense.

Same as the last person. I waited at marker area on south end and he did not show up. I then went to North end and he came running.

Well, if you 'Wayshrine' into Baandari he appears right at the Wayshrine too... so the map marker isn't necessarily correct because he typically shows up wherever you are. It's tough to add a map marker for this type of 'wandering' character.
