Question about guilds

Hey
I wanted to know, once a guild reaches 10 members and unlocks heraldry and the guild bank, will those things be disabled when the guild membership reaches below 10 people?

    You will be able to make withdrawals from the bank but no longer able to make deposits until you reach 10+ again

    You will keep your tabard but will not be able to change it until you hit 10 members again.
