Why aren't certain mounts awardable in game?

So, I've been wondering lately why you cannot not earn any type of mounts in game and only via crown store.
You used to be able to at least purchase mounts (which I assume is sill true for new players), but they were always related to the horses stats and pretty blah looking. For awhile now you've been able to earn skins (Soul Shrive, The Xivkyn Polymorphs etc.) and pets (Necrotic Hoarvar, Stonefire Scamp). Of course costumes have always been available to as well as the many disguises in game.
Looking through various quest, and loot I see no mounts available however. I think this should be an option in game as well, to have mounts not accessible in crown store, but earned in game via quest, achievements.
What do you guys think?

✭✭✭✭✭I wish they would make a unique horse skin for Fadeel and award it to us at the end of that Rivenspire quest about freeing the horse from the abusive master.
With One Tamriel, there won't even be the excuse that "it would be an advantage over other alliances to have a free horse on a DC quest" anymore because anyone will be able to go there at any time and do the quest too. Durza gra-Maghul, Orc blacksmith: The thing was done perfectly, in the most efficient way.
Tegwen, Bosmer troublemaker: You can't prove I didn't do the thing.
Sings-Many-Songs, Argonian fisher: Sure, I'll do the thing... Eventually. Maybe.
Aerindel, Altmer stormcaller: After extensive research, I've come to the conclusion that doing the thing would be a waste of resources.
Liliel, Dunmer pyromancer: Aerindel said I shouldn't do the thing. Something about "resources".
Gyda Snowcaller, Nord cryomancer: I will find a way to do it that won't waste resources and make Aerindel proud of me.
Beatrice Leoriane, Breton vampire: I persuaded someone else into doing the thing. You are welcome, dear.
Sahima, Redguard performer: Doing the thing sounds awfully unpleasant and really not my problem.
