Awful FPS since the 13th

I am running a Radeon r9 200 and had 60fps on high before Wednesday. Then suddenly I was only getting 5fps on high and 20 on minimum settings. Reinstalled the game, reinstalled the graphics drivers, moved the game to a different SSD, killed all background processes. Still 5 FPS with no addons.
What gives, guys?
