Can you get Scourge Harvester Impen helm from Wayrest Sewers?

Someone told me that you only can get it from Cyrodiil Vendor but I thought you can only get the shoulders from them.

you will be able to get it soon, as ZOS is going to add impen to dungeons/trials loot table
probably next DLC in 2 weeks.

IIRC, it used to be possible. I think impen got pulled off the helm drop lists awhile back, but I'm honestly not sure of the current state of the helm drops.

No they removed impen from all PVE loot tables so you can only get it from PVP or the helm vendor.Of you want it added back tell ZOS here in this thread https://forums.elderscrollsonline.com/en-GB/discussion/279298/the-impenetrable-trait-item-sets#latest to get impen added back to PVE.
