I'm talkin about the leather scraps that craft gear levels 25-34. Where and how do you get it.

Low level wolves 1-16 . Bears and mudcrabs too .

Likely the third zone in your faction. Wildlife mobs in the level range of the materials you want. Or go to Wrothgar and farm Harpies, as long as your clothing passive is set to that level of material or your toons level is in that range.
