Would it mean not putting 100 points into a certain skill to get that extra 1% and spending those points somewhere else to get more value for your cp?

Earnhardt has more pure driving skill than I have regardless of gear. Me getting a min maxed NASCAR can bridge some of that gap, and even potentially put me in an area where I can defeat his skill but it's not an end all be all.
In ESO you can be competitive with tons of builds but the best players are the skilled ones who also min max. This is because of efficiency and the fact that the top players have geneally have the most knowledge, materials and gold to make their vision work.

That's true, but "races" only exist in less than 1% of game's content. So there's no real reason to minmax for those who dont like it or dont wanna spend too much gold. For almost every group activity any build that makes sense will suffice, minmaxed builds are only needed for vMoL, vMA and leaderboards.

And pvp cyrodil, IC duels etc.. Thats the main reson people do it imo to beat other players at pvp.

Just fyi, once you get addicted, that 1% becomes 99%
