Would it mean not putting 100 points into a certain skill to get that extra 1% and spending those points somewhere else to get more value for your cp?

Well, yeah, you need to balance cps for more effectiveness. Check this thread, there's a lot of useful info.

Minimising the negatives and maximising the positive aspects of a build, essentially.

Most folks choose to optimize their builds, but min/maxing usually means every single choice from race to skills to enchantments and food, are scrutinized for peak efficiency. Nothing is wasted.

It also costs an immense amount of gold to be like this. However it wont make you all the better of a player so to speak. Awareness and execution is more valuable as good players in pvp can whoop butt in purple gear.

This is truth, but until you're a min/ maxxer, you'll get your butt whooped by good players in gold gear... Even if you've got gold gear

Think of it like this ... I drive a Ford Fiesta. Dale Earnhardt drives a NASCAR. If we both drive my Fiesta he'll win a race because he has more skill than me. If I drive a NASCAR when he's in my Fiesta I
might beat him but he could still beat me because I may not actually know how to use it. If we're both in a NASCAR he'd beat me again.

Earnhardt has more pure driving skill than I have regardless of gear. Me getting a min maxed NASCAR can bridge some of that gap, and even potentially put me in an area where I can defeat his skill but it's not an end all be all.

In ESO you can be competitive with tons of builds but the best players are the skilled ones who also min max. This is because of efficiency and the fact that the top players have geneally have the most knowledge, materials and gold to make their vision work.

That's true, but "races" only exist in less than 1% of game's content. So there's no real reason to minmax for those who dont like it or dont wanna spend too much gold. For almost every group activity any build that makes sense will suffice, minmaxed builds are only needed for vMoL, vMA and leaderboards.

Just fyi, once you get addicted, that 1% becomes 99%

And pvp cyrodil, IC duels etc.. Thats the main reson people do it imo to beat other players at pvp.

That's weird, I play competitively and have been on leaderboards for a while, but I'm still a huge fan of TES lore and stories. ;)
Also, games are just like any other hobbies. If you want to be better in certain activity than the others, you'll need to put effort in it. For example, almost everyone can dance and enjoy it, but to get #1 in dancing competition you'll need to be really good at it. That's just how things work, both in real life and virtual.
