Trials of the Mind (Quest bug)

So I am on the second riddle and when I try to use the "Empty sack" nothing happens. I'm in the water and clicking A but nothing.. How can I get past this I really want to complete the quest but I'm stuck. I have tried reloading still nothing.

Workaround - stand in water with prompt to click to use bag. Open inventory, go to Quest Items, highlight bag, click to use bag from there. Did this last week, it works.
