Hard targeting

Is it meant to be working as it is now, as in asenine? Even if you manage to hold the cursor on someone you have "hardtarget" if someone moves in between you and them you will hit the other one. Its completely silly and makes 1vX harder then it has to be. Why did zos change it in the first place, it was lovely the way it was.
