New player, just got ESO Plus - Question about Thieves Guild and crime

Hi!
Im a new ESO Plus player, got it from level 1 so I don't know what is included and what's not included.
Is pickpocketing, stealing, breaking and entering a part of the Thieves Guild DLC? Or is that part of the "base game patch" so even a player without plus and the DLC can do all that?

    The 'Justice System' is part of the base patch, Thieves Guild works with that system and offers more quests and perks that synergise well with your kleptomania
