Thieves Guild Safeboxes Question

Can you steal from a safebox anywhere in the zone it sends you to or does it have to be in a highlighted area? The reason I'm asking is specifically to do with the one that sends you to Baandari Trading Post. I've found 3 places where a safebox will spawn however sometimes there isn't a safebox at any of them. Unless there's at least one other spot I haven't found, or I've just been unlucky and while I've been checking one spot someone else has been taking it from another and its then respawned where I've already checked I get stuck on this one and end up having to check another time to complete the quest

It can be anywhere in the zone. For example, in Malibal Tor, Veyln Harbor isn't flagged by the quest breadcrumbs, but you can loot a safe box there to fulfill a quest objective for that zone.

same geos for the pickpocketing quests, you can steal from anywhere in the zone. map just shows the areas that have the most targets.
