The argument would be valid if Active skill lines were locked behind the subscription. No one has a problem with introducing new actives in the DLC. I'm pretty sure that the passives are game wide. Also, there isn't actives abilities because those skill lines are exclusive to people that owns the dlc and eso plusers. They don't want listen to "thats p2w" argument, so those skill lines have no actual benefit in combat.

I recall making a very similar suggestion ages ago, with the intent to get people into more specializing, for added build diversity, and to having to make a choice, since I would make those sub-stars "pick one out of the options".
