There isn't going to be a magic wand to wave to improve matters, but the internet has taught us hard lessons about what the best approach is. Basic moderation is a must, otherwise freedom of speech isn't served. Freedom of speech only protects your right to your own free speech on your own time and they the government cannot tell you what you can not say.

All internet forums are run by private companies that have their own terms of service, your freedom of speech and right to not be censored ended for these forums the moment you agreed to the terms of service for them and ZOS has every right to censor anything they wish, as does any other forum on the internet.

Your freedom of speech also give you the right to curse out your boss at your job, but does not protect you from him firing your rear end for it as that is also not a form of GOVERNMENT censoring.

Forgetting the toxic issue, as a moderator on several game sites myself it would boil down to choosing to delete posts
that are off topic from the OP's original subject which is common practice on well moderated sites.

As the op was intended to be a casual conversation between the player and the dev playing the game questions about development issues would be considered off topic unless the OP or the dev brought it up.

In no case would I even consider locking such a positive thread.

Please note I am speaking for myself and not judging any mod action here.
