There isn't going to be a magic wand to wave to improve matters, but the internet has taught us hard lessons about what the best approach is. Basic moderation is a must, otherwise freedom of speech isn't served. Beyond that, content that isn't helpful, doesn't add anything, or is downright disagreeable should have some sort of spotlight shined upon it. Simply delete it and you infuriate the poster, and sweep the issue under the carpet instead of addressing it. OK, I was heading off into writing War and Peace there, so I'm gonna stop now and let others kick what I've said around for a bit.
