Bring back the ability to respawn in IC

Instead of just going to deal with 1 loadingscreen I know have to deal with 2, taking really long time to get back up in the districts again (unless my faction controls the area). Really frustrating and I don´t really see the point of not being able to respawn in an IC district my faction doesn´t control. Keep the telvar gain bonus if your faction controls the area but make it possible to respawn at will again.

It's an incentive to control the districts. Want to respawn there? Make sure you control it.

If they added more flags to the district, this could be improved. For example, rather than being in control of the district, maybe having control of one flag is all that would be needed for respawning.

I would actually prefer ZOS to make it where you respawn in your base automatically instead of another district you own. Going through more loading screens and the chance of getting caught in the inevitable 'Unsually long load screen," is annoying.
