Why do I lose Stam when swapping from More to Less?

On my Stamina DK it has a 1H and Shield bar and a DW bar. The 1H and Shield has around 1000 more stamina due to my shield enchant. It makes sense when swapping drom DW to 1H that my Stamina bar goes down because my Maximum Stamina has increased.
Why, however does my Stamina bar also go down when swapping from 1H to DW. My Maximum Stamina is decreasing so it's not like it needs to regen up to a higher value.

✭✭✭I think as far as resources are concerned, when you swap you go from one weapon, to a brief moment of not having one, then to the other weapon. So your Stam is dropping to what it would be if you had none equipped before. Not sure why it is like that.
