Coming Back to the game after a long Hiatus need help.

I had a veteran rank char and was questing before I left. I'm a completionist and have made sure everything in zones were finished before moving on. Coming back my levels got change from my veteran rank to champion 46. the area I was questing before I left is now 130 and I'm getting wrecked trying to do anything and all prior zones are finished so no more quest to do. is there something I'm missing I feel stuck cause the area I was questing at fine before is now impossible. What do I do I feel screwed over by poor scaling with the system change.

Have you tried pvp, DLC quests or Cyrodiil quests to get those last few levels?

I havn't not done those I have not resubbed yet I was hoping to see if I was enjoying the game a bit before resubbing. so I don't have any of the dlc. I'm not really into pvp and are Cyrodiil quests pve or pvp quest?

There are a number of little towns around Cyrodiil with PVE quest chains that provide quite a lot of XP. At launch these could be repeated ad infinitum, so the towns were filled with people leveling, gankers and people who came to gank the gankers etc.

These days the towns are mostly empty, but that will change with the next update, which adds capture points, transit shrines and elite gear vendors to the towns.

If you were vr16 then shouldn't you have at least 160cp? I thought every vr16 got that as part of the change, even those on hiatus.
