The amount of cp a person has below level 50 isn't really important, because they can't do vet dungeons or other endgame content until they reach 50 anyway. The only thing it does at low levels is let you know whether a person has gotten past level 50 on any one of their (possibly multiple) characters... Accumulated cp is seen as a badge of experience, and I've seen, heard and talked with players in-game who felt that they have been excluded (either intentionally or unintentionally) from participating in dungeons or other experiences solely because of their number of cp.
Along the same vein, low-level players with CP (due to their "badge of experience" being revealed) would have an advantage over those without cp when it comes to finding groups for dungeons, etc. If new players at low levels are exposed to that sort of exclusion, it could discourage them, resulting in further divides between "new" and "old" players and/or loss of interest in the game. I don't really think any of us wants that to happen.
What purpose does revealing cp at low levels serve? I'm rather curious as to what brought this up.

IMO it would do more harm than good to the community because humans are more than capable of being jerks and excluding new players because they're new.
