This is deemed an exploit by ZOS, and is not allowed in the game. Should you be caught doing this and reported, then you can be banned. Some have even been permabanned because of their attitudes and actions surrounding the use of this exploit.
Should you see people using this exploit, you should report them immediately.

shouldn't have admitted that now every goody goody here will report you until ZOS fixes it you should be allowed to do it without fear of repercussions not his fault zos refuses to fix something thats so easy to pull off you would almost think its a part of the game keep it up.

It's entirely his fault if he uses it from this point on. He's seen the warning, he knows he shouldn't do it.
The "ZOS made the bug so it's not the players fault" is a bad argument because the entire point of the ToS stating exploiting bugs is not allowed is because of issues like this that make it live. You don't find many MMO companies out there which will accept "it's your fault you added the bug" as an acceptable excuse for a player making use of it.
Granted it's bad that ZOS let it go live and still have failed to address it with a patch, but end of the day it's deemed an exploit by them and if they choose to ban someone who uses it then the above excuse isn't acceptable.

I just wanna see how far ZOS takes this for banning people because there going to be really busy banning nearly everyone whos PVPed since DB either way if ZOS refuse to fix the problem why should players be held accountable how many people have done this exploit by accident that don't read the forums. Normally I would be against this sort of thing but the fact of the matter is its so easy to do your normal casual player might think its part of the game. Once again ZOS have fun banning everyone instead of fixing the problem great job don't work too hard I can't wait for those two new dungeons soon.

I've reported people jumping into the keep while it was undefended and made a video sent it to dara and jessicafolsom and guess what those same people I just saw them today and prior to that they were on everyday I was on now I work so I may not have gotten on for a couple days but they still were online playing ESO.
I've known this is considered an exploit but to me I feel if you the player is standing there raining hell on people what fun is that for the opposing team who has to come in and take the keep from you? It's not like I'm using NPCs to get in the keep or outpost (which you really can't get into a outpost unless it's from player v player). I feel ZOS may instead make this apart of siege warfare instead of coming after players.
