Is Deshaan supposed to have max level mobs?

I'm on Xbox One NA Daggerfall Covenant and been fishing in Deshaan. I ran into this group of mobs that killed me when I attacked as I was expecting them to be lower levels. If I remember right Deshaan mobs were around Vet 7 which should make them something like CR 70 now right?
