Have you reported them? They won't get banned if they don't get reported. Yes, that would be, because macros are not allowed. Also, what you describe is hardly botting/exploiting - it just pisses RPers off. You must watch the '50 meteors per second' clips - that is proper.

Bots get banned. Players who are actually at their keyboards don't, even if they're using heavy automation. So sometimes you'll see people who appear to be botting, but because they're actually at the keyboard, they're not violating the Terms of Service.
