To do what? Adventure off and do quests, exploring dungeons? I believe it depends on what you have in your inventory and how "large and in charge" the quest is. I've been doing smaller quests the whole time I've been playing. I've heard it's the dungeons you have to be careful of if you're a low level, alone and or inexperienced. I haven't put that to the test yet. Do you believe you're ready? Do you need to craft better armor and or weapons? Good luck! :-)

At level 16 your best bet is Blackwater Blade and not Haderus since BwB is only level 49 Characters and below. Mobs will still be CP 140 but players will be 49 and below.
I entered Cyrodiil at level 35 with my first character back when there was no such thing as lowbie campaigns. I enjoyed it so much I only PvE for gear to make me better in PvP. If you like it as much as I did, your level won't matter and you'll learn how to handle yourself better than someone who joined vet PvP fully geared and max level.

Honestly, you could probably go into the Blackwater Blade campaign as soon as you hit 10, although that is if you stick with a group 24/7. It would be better to get a few more levels by doing random dungeons and whatnot, but you can still have a good time.
Beware the battle cattle, but don't *fear* the battle cattle!
I'm in Haderus now doing scout missions and everything is a lvl 140 and up lol I feel like I have no reason to be here at such a low level but I figured I'd try it out. Hopefully I'm not wasting time haha
I pvp early on to level up get assault and support skills, join a zerg for a while and you'll level up quickly, granted it's not the most exciting way to pvp and you probably won't be a very good player at the end of it but at least you'll have the skills to work with.
