NPC's take forever to load before and after Patch PS4

Ever since DB hit consoles , eso's performance seems like it has gone back to beta. Already a big issue is npc's not spawning/taking upwards of a minute to show up, now since I have logged in after the 1.15 patch it seems to effect all npc's even in areas with nobody around.

I am just doing the fighters guild questline ( always leave it to last) and every quest giving/receiving npc is taking too long to show up. Why cant ZOS optimize ESO for consoles?

anyone else frustrated with the going back a step or two since DB's launch?

and before I get responses of "blah blah look at the past and what they have fixed". It's a live game not a beta, thats what PTS is for, I dont pay for eso plus to support a small company trying to make things better in a game. I am supporting a powerhouse in the game industry that adds new hairstyles and garbage to make more money instead of fixing the actual issues effecting the base game.

    Endless load screens, NPCs not loading, getting attacked by invisible enemies (that's my favorite), quests not updating for a long time, etc. I love this game but the state of it is pretty bad right now. Before DB released the game ran very well. I'd almost rather they roll back and refund people for DB and fix DB and release it again later...seriously.

    Complain all you want. I don't think there is anything ZOS can do to fix it. This game was designed as a PC game. It's a MMO. It's massive and with every update it only gets bigger. The PS4 is a powerful machine, but it can't keep up with a PC. It doesn't have the processing power to run the game without lag. I assume it will continually get worse with each DLC because of the added strain to run it. Maybe I am wrong here, but it sure makes a lot of sense to me.
