9-10 FPS after DB Patch

I left playing on PC after TG patch and started playing on PS4, as after TG release FPS was dropping a lot but after some patches it stabilizes (but i moved on to PS4)
I tried again today on PC and my FPS is not increasing more than 10 even after decreasing Graphics Quality to medium, before i was getting descent 30 FPS, I am playing on Notebook with below specifications:
Intel Core I73630 QM @ 2.4 GHZ
12 GB RAM
Nvidia Geforce GT 740M (2GB)
Windows 10 Enterprise
