On Stepping Lightly lore book w/o questing?

Is it possible to find it without dumping hours into getting it? I'm only asking because a few sources suggest that Kinlord Rilis and the Mages Guild can only be attained through questing, when you can actually snag it at the in in Firsthold quite easily.
