Probably just one of hundreds of NPC's failing to appear when and where they should, but this time it's the questgiver for the Dark Brotherhood quest "Dark Revelations", Astara Caerellius, preventing me from turning in the quest and putting a complete halt to the DLC quest line.
Yes, I tried the hard reboot, etc. As always, it's on your end, ZOS. Whenever you're ready to release a working product, that'd be great.
