Launcher super slow to update patch with crashes

So my friend has been trying up get this last weeks patch and whenever he loads the launcher it takes a good 30+ seconds to bring up the launcher and when it downloads latest patch it goes extremely slow (10 kbps) and then randomly freezes and stops loading.
We have tried re-installing the launcher, updating the latest VC++ files, allowing it through all firewalls, etc... and everything else we could think of/find on forums besides re-installing the game. Any suggestions what else we could try?
