Imperial armor conversion

Not absolutely sure about this, but it looks like I can no longer convert armor to imperial style. I just picked up some armor on a display rack during a quest and am unable to, along with just a standard sword I picked up. Anyone else that has the ability to convert armor to the imperial style having issues?
