Rearming Trap on Mag builds for PVE DPS

Is rearming trap still a must have for the crit damage on a mag PVE dps build, or are people dropping it since it has changed to physical damage?

I have a new0-ish magicka templar, and debating whether I should put in the time to level this ability.

People are absolutely still using it to get the minor force buff (12% bonus crit damage), you want to animation cancel cast it either via light attack or bar switching. The only other method of getting minor force is Stalwart Guard.

In a trials setting with two tanks (e.g. vMoL or vSO) having Minor Force from your tanks should not be difficult to achieve. Melee stam builds have rearming trap for themselves (and will use it over Guard b/c of it's high damage), which leaves the tank(s) to Guard magicka dps. Seeing how the only magicka dps who typically remain close enough so as not to break Guard are magblades and magicka dks, trap isn't required unless you don't have enough Guard to go around. In 4mans, rearming trap is a dps loss in some fights because they are so short, but others it still pays off.

So in a nutshell, you want to have Minor Force. How you get it is up to you (and your tanks (or healer?)).
