Stamina Sorcerer's Implosion Bug is 100% proc rate on console

I don't care if this has been posted 100 million times, I will post it again. Cyrodil is broken right now. Anything under 15% HP immediately dies. Hotfix this game breaking bug. Pulverize in the implosion passive has 100% proc rate when it is (1/2). You have the ability to hotfix. You did it with overload. Fix this now.
