Listened to the Zenimax Update 11 Twitch video again and caught this little gem. IT IS VERBATIM so let's be nerdy about it:

So does this mean I can change my alliance for a character since I have that ARAA package?

✭✭✭No, shortly after the point you mention they specifically address alliance change and say that there is nothing to announce right now.
