The blue glowing which signalize that set effect is procing works on evry skill u use.. It looks like set is procing all the time, but its depleting ur magicka..

Do you also have Arcane Well perk? I believe the effect looks the same like a blue swish which restores magicka to everyone but you.

Yeah I have it, but remember that it activates only after u kill something. Magnus has 8% chance to activate on evry skill u use, which should be signalized with that blue glowing, which as I noted glows evry time I activate any of my skills.
