Gold Coast Lorebook Locations? Why lock lorebooks behind quests/instances?

This is what I am missing, I have done all quests and DB Rank 12 and achievements I can think of....
Looks all around. Any ideas where these one's are located?

prnoprno✭✭✭The Gold Coast Trading Company Note and the Kwama Miner's Note have a chance of spawning at the entrance to the Sacrament dungeons.
I believe the Letter from Kireth doesn't actually exist anywhere.
Sweetroll Recipients, Naryu's Fortune, and Reman's Fortune seem to only be accessible during the Sweetroll Killer quest and not after.
Edit: Oh, and the Naughty Nereid Players was a tough one, even with the guide. It's on a lamppost on the far side of the square West from Enrick's Public House. Looks like all the one's im missing now are in the Sweetroll Killer Quest which I already completed and im sure I read them....
Pisses me off when ZOS keeps locking out lorebooks from players by tying them to quests....or locking them behind instances you can only access once.....

✭✭✭✭✭Have you explored all the relevant Quest areas for the Sweet Roll Killer? ZOS usually places Lore Books in the overworld for any instanced quests after the quest is over. However I have found the books in some odd locations. Try where you first got the quest, the area outside any cave or delve you went into, the place you turned in the quest, and any place you may have done something for the quest.Enjoy the game, life is what you really want to be worried about.

These are the editic memory entries. So, random slightly gold glowing books. Not purple ones.
There are some conventional purple mages guild books scattered around the Gold Coast, but all of them can be obtained elsewhere in the game.0
