    Crowns are non-transferable so there's no way to actually "pay" someone in crowns to say, make you armour/weapons/whatever services you might pay gold for. I don't think it's even possible to buy a crown pack for someone else. When you buy crown packs, you have to be logged in so it knows what account will be receiving them.

    You can buy crown cards in some stores and mail the code to someone else to use to gift crowns, same with ESO+ time cards.

    I am pretty sure it's against the TOS to use them in exchange for in-game gold or items (including guild raffles where tickets are purchased for in game gold) as that technically counts as gold selling. As far as I am aware they can be given as gifts or prizes where there is no exchange of in game gold/goods/advantage.

    Plenty of sites, some legit and some dodgy where you can buy redeemable crown store coupons and game keys. So technically there is a "gifting system" it's just not in-game.
    Somebody performs a service in exchange for a crown store code - not unheard of, people do this thing as a living in many other games. Though whether it's legal or not is a different story, but it's certainly not unheard of.
