You can basically assume that any console patch is at least 2-3 weeks old - because any change has to go through the approval process and that is the real barrier which hinders timely fixes and updates on consoles. Like Jessica Folsom stated in the live show that they have updates to fix some issue on xbox1, but it will be weeks until this can go live, because of the approval process.

Overwatch, FFXIV, DCUO, Warframe, Dark Souls 3 and pretty much any modern MMORPG or game, even, push through patches/ hotfixes and large content DAY AND DATE ACROSS PLATFORMS.

Likely, what others are doing is holding all of the patches until all platform approvals are done.
