[PS4 NA] Knight Commander Panthius bug?

So I just did Kvatch Arena to do my daily quest for the day. Panthius never came out from behind the doors (I reviewed video footage to confirm this) and was declared defeated. I am hoping this will not repeat because if it does we cannot farm his Assassins League fragments... Please look into this Zenimax, in case it wasn't a one-time fluke.

✭Last week when I was farming motifs, I noticed that sometime he failed to spawn at all. It seemed to be triggered b many player entering the arena at the exact moment.
He would spawn on the next round after about an 8 minute wait.PS4: NA - AD PSN: imnotanother (Artell Lyeselle)
