Since gear stats, enchants, and even set bonuses can scale from as low as level 1 to 160 CP in Dungeons, or at least an approximate, why not remove equipment restrictions and let characters equip items of any level and the stats, enchants, and set bonuses scale down to the character's level equivalent? It could bring some life into some of those mid-range items like 120 CP Warlock set no longer being stuck in the middle of nowhere can now be equipped at low as level 3 with stats continuing up to 120 CP. There are other sets you find along the way in very limited level ranges that by the time you collect a full set you have probably outleveled their usage like Soulshine set has some nice caster stats, but its between 60-100 CP, a range that you now will outgrow very quickly. If there's no level requirement, and the stats were to scale down to the wearer it wouldn't be so useless anymore.

This is just an another, "I want it right now" idea. I will admit ive felt the same way, but then theres no point to progression, no point to lesser gear. Level 1s would be running around with Kena sets and Willpower jewelry. I spent a whole year trying to get a character to use that Jewelry set.

There are low levels running around with those though, Set items of Agility, Endurance, and Willpower can drop as low as level 10 in group dungeons. I have a Bow of Agility, epic quality, level 23 from one of my alts. It would also make those "training" versions of them more useful for your alts instead of deconstructing them outright. I really believe it could give some life into sets that are hard to complete within their given level ranges, but would be useful for low level characters once you do complete them. Their value would go up as players have access to more variety not limited by their level range, the stats would downscale accordingly.
