Imperial City?

Anybody been able to find good fights in Imperial City since they updated it? I've tried the districts, and it seems that it's mostly 10+ man groups running around, so as a solo player I have zero chance fighting them. Sewers seem dead compared to last patch as well; I assume it's because you'll make more stones farming the district bosses up top with all of the district bonuses and a big group.
