Corrosive Armor not working properly

I've noticed sometimes the damage I take is not really reduced while I have Corrosive Armor up. More importantly though I've noticed I'm not actually getting any more penetration, pre-DB DLC I could use CA to cut through tanky builds like butter for 10s. Since the release of DB DLC, my attacks appear to being no more damage with CA than without it. Also the scaling of poison damage from the Dot looks like its getting mitigated by armor as well, and does literally no more damage than it did when it was fire damage.

It appears to mitigate some damage here but there is little to no difference on the light attacks and skills used against the S&B guy early as there was late. Only difference was I sat and charged fully charged heavies early.

It certainly does appear to be the case, as you described. I've seen other posts about this very thing, but I haven't personally looked into it. Sorry, I know that's not helpful, but I'd think at this point ZOS should be aware of it. You're definitely not the only one who thinks something is up with CA.
