You just walk. If you continue all the way to north end of glenumbra (the zone where daggerfall city is in) you will eventually arrive in stormhaven (the 20-25 zone). On the way, everytime you pass near a wayshrine, it will be activated for you and you can port there from anywhere in the world. Once you have stormhaven wayshrines active, you can port there directly. From stormhaven you can walk to rivenspire, bangkorai, and there's an NPC at wayrest docks that will get you across water to alik'r desert.

Its not very obvious, but if you follow the road north from the city at the north end of glenumbra(crosswych, i believe), you will eventually get a loading screen and appear in stormhaven.
