She's not in the building that the quest marker/circle suggests, and I've already exited/re-entered and relogged over 4 times but she's still not downstairs, floor level or upstairs... any ideas?

Same as you she wasn't in that building... I also went so far to check the outside of the building, and the Daedric ruin underneath, she wasn't anywhere in there either. Either she was missing or someone beat me to the punch with her body disappearing and her not respawning.

I also checked under there too
damn, so she must be bugged... I'll just abandon it and try and pick up a different one, or wait until tomorrow it seems.

JekerlmodWe've looked into the issue and resolved it internally. The fix should be coming in a patch soon. Sorry for the inconvenience.
In the meantime, abandon the contract and pick up another. They're assigned randomly so it's likely you won't get the same one.
