[Bug] Burning Light doesn't take into account Spell Penetration

Piercing Javelin still does the same damage because I'm overpenetrating with Sharpened and Concentration passive. But Burning Light damage increases with Elemental Drain because it's ignoring Concentration passive and only takes into account Sharpened. I also checked by putting points into Spell Erosion and the damage doesn't increase. My most likely conclusion is that Burning Light doesn't take into account Spell Penetration.

Thanks to @Asayre for testing, any more testing would be great, perhaps a video?
@Alcast any testings/video you can provide would also be greatly helpful
@ZOS_JessicaFolsom @Wrobel it seems we have most likely found the bug with Burning Light a lot of people have been mentioning, would it be possible to get this fixed quite soon or passed on?

    The tooltip also says 2k with 40k max magicka and 3000 spell damage, vs 5k when I'm stam with 40k stam and 3k weapon damage

    Possibly a tooltip bug. My tooltips always change when I enter Azura's (thus losing all CP bonus), and the tooltip number for Burning Light doesn't change. It's currently - and never budges from - 1500 or so, yet I'm getting 6k crits from it on PvE mobs

    The tooltip always scales of your stamina/weapon damage even though your magicka/spell damage is higher. But the damage appears to correctly scale of whichever is higher.

    Hey can we let them fix our jabs/sweeps thaumaterge scaling on ps4 first before you overload them with other simple bugfixes that should never make it to live in the first place. ;)

    I think they have to wait until patches get approved for consoles or something alike

    Well that's what Deltia's been saying for months.
    That's not the case, Burning Light was working fine before patch.
    After patch Burning Light stopped getting bonuses from Thaumaturge and has now lost resistance (only for Spell Resistance I believe).

    You seriously hope for the fix? Ya know, Reactive Armor bug that have been reported back on pts and have huge negative impact on current templar pvp still not fixed and there is no news when it will be fixed.

    Do you happen to have points in Balanced Warrior, I found that to be an issue with my magicka tank templar. Even though I have more points and stats distributed into magicka, Balanced Warrior screws it up and pushes my weapon damage above my spell damage so it always procs the physical damage effect over the magic damage effect.

    I did multiple AOE (about 10 targets) and single target burning light tests trying to figure out its CD, the smallest time between two proc i saw was 500 milliseconds so i concluded that its internal CD is 500 milliseconds. Thats why if you take amount of burning light procs in your damage recap after some fight, and divide by number of jab/blazing spear ticks you will get 20-22% proc chance instead of 25%.

    It was stated during TG PTS that there is a .5s cooldown on it. So good testing!

    Does this passive not have a cooldown? I got hit 3 times in 1 jab once.

    Considering the .5s CD and the fact that Sweeps is 1.1s channel I would have to say that this is impossible except for lag or other weirdness.

    Certainly not something you should be seeing often.
