Because what YOU are experiencing is NOT what others are experiencing. Your experience of "reality" in the game world is not reliable alas. It is the same for the bard NPCs playing music in the inns and taverns. The song you are hearing is likely NOT the same song other people in the same room are hearing.
While ZOS undoubtedly did these things to save themselves some server resources it is a quality of life issue for players that many of us find extremely annoying.
