No, technically it is an exploit by the express defining of ZOS. In the past, ZOS has stated that any means used to get into a keep without sieging down the walls is an "exploit". At the time, it was in regards to DKs chain pulling themselves in. More recently, when someone posted the gap closing over walls vid from DB PTS, that vid was deleted and we were warned not to "share information on how to exploit".Not skilled, but also not an exploit.
Just something you use to your advantage until it's fixed, like every other bug in Cyrodiil.

So yes, this is just about the only abuse of a broken mechanic that ZOS has actually stated they consider an exploit.
Of course, ZOS being ZOS, there has been and will be absolutely zero punishment whatever for people who abuse what is an exploit in their eyes. What more would you expect of a company that unbans known hackers?
