No longer able to attack high leveled mobs

Before DB this was only an issue when grouping with a high leveled player, fighting high leveled enemies. Now my attacks miss when I'm solo in a solo instance...why did you do this ZOS? There's no "balance" here, fighting solo enemies 30 levels above you posed its own challenge.

I started a new character and wanted to make them a vamp early as vampirism takes an eternity to level. At level 7 I went to do the quest where you have to kill 10 level 38 worm cultists to become a vamp and most of my attacks were going right through the first mob, making this quest impossible to complete. I've done this before at this level so I know this is something they've changed with this update. This means that I won't be able to fight the 10 required mobs to complete this quest until I'm level 33...which in turn means that I'll likely never master vampirism with this character.

    I did FG and MG with alts considerably below the minimum level for the quests and missed a good amount of times in those solo instances long before DB ever came around.

    That was always the case dude, dunno why you assume DB had anything to do with it because it didn't. Mobs considerably higher level than you always missed your attacks, it's been so ever since the game launched.

    Strange as I didn't encounter this problem a couple months ago when attempting the same quest at the same level.

    Maybe, because every time I went to a high level area with a low toon (including vampire quest) it always missed the attacks. It was the case 2 years ago, it's still the case even now. An artificial barrier ZoS put in place to keep you on rails and in a level-appropriate zone.

    Apparently I'm wrong about this being a recent change and was extremely lucky last time...I walked out of there a lvl 7 vampire sorcerer. I guess I will have to wait this time as RNG wasn't so kind.
