Night mothers and hundings combined can do a lot of damage if you learn 2 proc night mothers and optimize your weapon swapping. Also twice born star with thief and shadow stones does really good damage. Use agility for your jewelry. if you cannot afford agility, use any jewelry that gives weapon damage. PvP stam Nb is mostly about one big burst to kill another player immediatly without giving them time to recover or react, so weapon damage is more of a priority then stam recovery.
Most stam builds start with Hundings, after that it really depends on your play style. Right now I'm using 5 Hundings and 5 Flanking < it drops from DB chests and rewards, and except for the jewelery parts, it's reasonable cheap on venders. If you're good at sneaking up on people, (npcs or players) it give great first strike burst damage from behind.
As for pure PvP, Hundings/Night Mother/Agility jewery is probably the best going right now. (if only Night Mother's had jewerly ) Most players are using one set of armour/weapons for PvE and a slightly altered set for PvP.

Like mentioned Hundings+Night Mothers is "vanilla" for nearly all of StamBlades, both PvP and PvE. In case of visiting Cyrodiil you can go in some ways of trickster (Shadow Image and similarities) or typical ganker spec'ed to Close combat/ranged. There are also variations, flavours to those types. Also, havent found any tanky stamina based NBs in PvP.
As for stats, most important in dealing damage in WD, however... you amy stay longer in-fight, then rise regens a bit. Actualy common trait among player trying to defend from one-shot-miracle wears Impenetrable with right CP star, so ultra-crit build may fail against those.
Personaly i run in 3xAgi 4xEternal and 4-5xMorkuldin, where as Imperial have a little more max Stamina than other races (Redguard even more) - which hangs on less-defesive gear on 40k.
