I think the sewer tenement is bugged for me

I failed this quest the first time so I abandoned it and picked it up again. The first time I did it I was in that sewer for about 10 minutest looking for the orc woman I needed to kill before the timer ran out. Now, Im running in in a frow minutes, killing the orc first the the argonian guy and getting out without being spotted by anyone and no matter how fast I do it, it tells me I failed to leave before the overseer arrived as soon as I get to the ladder. When I restart the quest, the first gate you have to open is already open and there's a guard in the first room that wasn't there the first time I ran this quest. Anyone else having the same issue?

Infinite12✭✭✭✭Lol. This is so stupid. So I hard reset my console and that fixed the problem. I get back in to the quest, find both people, kill them, and the timer shows up (which I hadn't seen before). I get stuck waiting for the very first guard, after you kill the argonian in the top right room, for a minute. The get stuck waiting for the 2nd guard, can't get past him for another 10-15 seconds. Everything that could go wrong went wrong. What happens? I abandon the quest and pick it up again but now it's bugged AGAIN and I'll have to hard reset to fix it.
