Actually ZoS did say Gap closing walls, etc... was not allowed. This was a while ago though... and it's so stupid easy that I've actually jumped up there on accident.
So it is against the "rules" but i have not see anything enforcing or even another comment since.1 -

Couple of ppl on US got temp bans. ESO doesn't have EU servers so why would anyone be banned there
