What is a cause for game starting in 640x480

I get this sometimes when I start the game and sometimes I get multiple times (when I see it starts in this resolution, I close game to desktop and start it again and get this sometimes again and again, untill I start another software or reload the entire system for fresh start).
This is opening screen and game starts in 640x480 resolution, even when in-game menu settings shows it's still native res for my 27" screen (1920x1080) this what I see my eyes is in 640x480.
Anyone knows what can cause this issue? Sometimes it is sometimes not, very irregularly. Sometimes helps to start another program, close it and then start the game, sometimes it doesn't help.
Sometimes game starts in correct native res from the first try.
I don't understand the nature of the issue and why start in these two ways is so irregular. Something with memory or else?
Once the game starts I have no further issue with it's working.
PS. this picture was taken from 27" screen without any edditing/reducing anything, here the forum shrank it somehow but it was stretched out on my screen.
