Sell stuff, make gold, buy motifs.
Don't you think that there some dependance on type of quest and motif's chapter?
Yesterday i've tried to farm some with my 23 lvl char and took only these "delivery" quests (by the way they all was to Wayrest). After 20+ iterations i have 3 chapters - all belts.
I don't believe you can get the pages onlyThe Covetous Countess. I've gotten at least three pages from the pickpocketing quests, but again, the drop rate is really low.

I'm a little wary of doing the delivery quests, because I have a few looted items that I always like to keep with me (just little trinkets), and I'm afraid they'll disappear when I deliver my "laundered" items.

Oh, I didn't know that's how it worked! But I have maybe 50 such laundered items in my inventory that I always keep on me for RP and related eventsIt's just easier for me to do the pickpocketing and safebox-breaking quests

Imo there's no way the rate is 25%, maybe i've had really bad RNG but i'm guessing you've had very good RNG.
Either that or the rate is different from PC to console but i doubt that, the drop is less than 10% i'm sure.

Using the method I describe above, I get exactly one motif on each of my toons each day. It's possible that the drop rate is also tied to your thieves guild level. I've got most of my toons at 12/12 for that so it may be a factor.
This is an extremely helpful hint^In the video you keep picking up the quest and abandoning them, instead just click once on the board and if the it doesn't start with ""Esteemed thieves" then just back out and click again.
