Does S&B give more spell power than a staff?

I thought I read somewhere that it does. I'm no where near a place I can test it and was curious. I am theory crafting a new build and am thinking of using Sword and Shield. I know that 2h and DW provide a higher Spell Damage boost, but other than that provide no utility. Thanks in advance!

I know it gives 5% weapon damage, but I don't know how you can compare it to the penetration from the Destro passive.
I guess it's situational, it's up to the amount of armor your enemy has and/or how much SD you have.

The penetration from Destro passive as well as the passives, make it a better choice for DPS, even if you are not using any skill from it. Weaved Light/Heavy Attacks will do much more damage and this plays a good part in DPS. Also keep in mind that staff heavy/medium attacks restore magicka while S&B does not.

The S&B method works best with either a Breton or Altmer; it's mainly for a bigger magicka pool, extra set bonus (5/5/2 or 5/4/3), and more protection for those who don't have access to a long duration damage shield. You are however giving up on half your weapon trait bonus and a regular ranged attack.

Thanks for the answers! I don't plan on doing much DPS with my build. It's for a Templar healer I plan to PVP and PUG with. S&B front with Resto back.
